Saving an order in the admin does not change the public site until that list is set to menu order.
Reordering posts in the admin writes to the built-in WordPress menu_order column right away, but I keep front-end auto-sorting off by default so installing the plugin never surprises a live site.
When you are ready for the public site to use that order, turn on Custom Order in the Query Loop block or set the post type default under Settings → Reorder Posts.
